At present, China is still in the period of prominent food safety contradictions and high incidence of problems. Faced with the new situation, the plan proposes to further promote the construction of food safety standards. According to the standard classification, 7 key laboratories for food safety risk assessment and standards development were established; standard publicity, training, and follow-up evaluations were enhanced; standard services were enhanced; and service capabilities such as food safety standards for hygiene and family planning administrative departments above the county level were significantly improved.


    The plan is clear and will comprehensively promote food safety risk assessment. Form a relatively complete risk assessment management specification and technical guidance system; complete the 6th national total diet study, construct a food consumption and toxicology database covering 24 major categories of food; complete the risk assessment of 25 kinds of food risk factors, stage by stage Carry out reassessment of key substances in food safety standards.


    For food safety risk monitoring, the plan proposes to further improve the food safety risk monitoring capabilities. Risk monitoring covers all county-level administrative regions and extends to rural villages and townships; provincial, prefectural, and county-level disease prevention and control institutions meet the requirements for corresponding monitoring capacity building standards. The monitoring teams in the central and western regions, especially in the impoverished areas, have been enriched and their monitoring capabilities have significantly improved.
